There are two main all-encompassing principles for deciding the distribution of scholarship awards among candidates. First, HDR Scholarships are to be granted via a competitive merit-based process. Second, scholarship award candidates are to be treated impartially and fairly, notwithstanding their research field, and notwithstanding the source of their scholarship award funding.

Bond University has a merit-based procedure to deciding which candidates are qualified for a scholarship award. A scholarship award will only be provided to students who have exceptional academic merit and research prospect. Being granted an offer of admission into the PhD program does not make it certain that a student will obtain a scholarship award.
