The Aga Khan Foundation offers a certain number of scholarship awards every year for postgraduate studies to exceptional candidates from chosen developing nations who have no other source of financing their studies.  Scholarship awards are given on a 50% grant: 50% loan basis via an application process that is very competitive once a year.  The Foundation helps candidates with tuition fees and living costs only.  Typically, the candidate is permitted to select a reputable University of his/her choice, conditional on approval.
